The response is easy: BOTH seasons are great for a visit. Doesn't matter in summer or in winter. In both periods of time, you will find what to do in the Dolomites.
Well to be honest you have even more choices if you come in summer so you are not just stuck with the few winter activities of the winter. Count them .... skiing or snowboarding, sledge riding, winter walks ... you have them all. In summer ... well in summer you are spoilt for choice.
